Wednesday March 12, 2003 at 1306 Lt.Chasse and I were dispatched to 621 Richardson Ave., to assist Dog Warden, Ted Thomas.
When we arrived a female identified as Patricia Harris stood in the driveway of the residence screaming at Thomas. The Dog Warden explained to Lt. Chasse’ and I that he was trying to get information about some stray dogs that Patricia was apparently feeding, and sometimes taking care of. Patricia continued to curse, and yell at the Dog Warden. The Dog Warden continued to ask her to stop cursing and yelling at him. Patricia had two dog chains with two dog collars in her hand and she threw them on the ground. Patricia turned and looked at him and , and started to point her finger in his face saying “fuck you, you son of a bitch” , in a threatening manner. Lt. Chasse’ then told her she was under arrest for conduct towards a police officer. Patricia hurried up and ran into the residence, and locked the door behind her. Lt Chasse’ knocked on the screen door which Patricia had locked. Patricia came to the door and open it, and started to tell Lt. Chasse’ she wasn’t coming back outside through the locked screen door.
Lt.Chasse’ pulled on the door, breaking the lock. Lt. Chasse and I pulled Patricia out of the residence. While Lt. Chasse’ was pulling Patricia out of the residence, Patricia yelled for her dog “bear” to go after us. Thomas pulled the door shut before the dog could come outside. Patricia began to yell profanities, and started to fight with Lt. Chasse’ and I. Patricia put her body against the side of the residence with her hands at her stomach refusing to give us her hands. I pulled out my canister of capstun and pointed it at her ”stop resisting”. Patricia stopped for a moment, and started to give us her hands calling us son’s of bitches, and mother fucker’s. When I put my capstun canister away she began to fight again by trying to twist away from us and throwing her arms again. I placed the handcuffs on her left arm first then her right arm,
While placing Patricia in handcuffs, she started to bleed from one of her hands which got on the hands of Lt Chasse’ and I. Patricia keep screaming about her shoulder hurting her, and I told her multiple times to stop resisting. Patricia pulled her hand through the cuff before I could lock it, and swung her elbow striking me in the jaw. Patricia then turned and looked at me saying, “fuck you.” While I was getting her right arm into handcuffs, a man came around the side of the house towards the Dog Warden. The Dog Warden told him to get back, and the man told him “fuck you I’m not going anywhere.” Lt Chasse’ told me to call for backup. Lt. Chasse’ then told the man he was under arrest for interfering with a lawful arrest of another (Resisting arrest). Lt. Chasse’ double locked the handcuffs and placed the man identified as Brandon Harris in the back seat of patrol car # 53. I placed handcuffs on Patricia, double locking them. Ofc. Danyi arrived on scene and we took Patricia over to Ofc. Danyi’s patrol car # 57. Once at the car, Patricia was resisting the Dog Warden and Lt.Chasse and was refusing to get into the patrol car. Patricia started saying. “I am going to sue all of you mother fuckers.” Lt Chasse was able to get Patricia into the patrol car # 57 without incident.

Once on station, Patricia was being held in the processing room with Ofc. Danyi. Lt. Chasse’ and I brought Brandon up to the patrolman’s office where he was issued a summons for resisting arrest, with the mandatory court date of 01/25/2003 at 0900 hours. Brandon was released without incident. Lt. Chasse’ had Galion EMS come over to look at Patricia and my jaw. Galion EMS checked out my jaw, and I told that I was ok. Patricia was then transported to Galion Hospital to check to see if she was injured and to speak with community counseling. Ofc. Danyi stood by at Galion Hospital until he was relieved by Lt. Chasse’ and I.
Around 1615 hours Ofc. Williams arrived at Galion Hospital to relieve Lt Chasse and I. When Ofc. Williams came to relieve Lt.Chasse’ and I, I gave him four summons’ to give to Patty. The charges were; Obstructing Official Business, Conduct Towards a Police Officer, Resisting Arrest, and Assault. Patty Harris was given a mandatory court appearance of 03/25/2003 at 0900 hours. When Lt. Chasse’ and I arrived back on station, Lt. Chasse’ gave Ofc. Bohach the CCSO commitment form to give to OFC. Williams.
At 1737 hours Ofc. Williams brought Patty Harris back on station to be released to family members who had posted a bond of $2,500.00 with no 10%. Lt.Chasse’ was notified by dispatch the CCSO had called stating the family of Patty Harris had already posted the bond of $2,500.00. Once we received a receipt of the $2,500.00 bond, Harris was released out the west door of the processing room.

Dog Warden asked Patty to quit cursing multiple times, then Patty pointed at the Dog Warden and said “fuck you.’ Lt. Chasse’ then told patty she was under arrest for conduct towards an officer. Patty then ran into her residence locking both the screen, and main door, Lt. Chasse’ knocked on the door and Patty opened the first door, and said “ I’m nor going anywhere” Lt.Chasse’ pulled open the door, breaking the lock and pulled Patty out of the house. Patty hit me in the in jaw with her right arm, and was physically aggressive. I places handcuffs on her double locking them. Lt. Chasse’ saw a male come around the side of the residence towards the Dog Warden.
The Dog Warden told the male identified as Brandon Harris to get back, and Harris told him “fuck you, I’m not going anywhere.” Lt. Chasse’ Placed Harris in handcuffs double locking them and explained to him he was being charged with resisting the arrest of another. Harris was placed in the back of patrol car # 53. Patty was also placed in the back seat of patrol car # 57. Patty was transported on station where she was examined by Galion EMS. Patty was then transported to Galion Hospital for treatment and evaluation by Community counseling.

On March 12th 2003 Officer Catalogna and I were dispatched to 621 Richardson Ave. to back up Dog Warden Ted Thomas.
When we arrived I saw Patricia Harris running back and forth in the driveway, flailing her arms in the hair, and cussing at Thomas. I got out of the cruiser and heard Harris tell Thomas to fuck off, fuck you and stop fucking harassing her. Thomas was trying to calm Harris down and telling her hr just needed to get some information about her dogs. Thomas told me he had received a complaint about for stray dogs running lose at 621 Richardson Avenue. Thomas said Harris said the dogs were not hers and she was just feeding the dogs. Thomas tried to explained to Harris that if she is feeding and watering the dogs she is responsible for them. When Thomas tried to explain this to Harris She would cuss at him and scream at him to fuck off.

Thomas told Harris he needed to know what dogs were hers and what dogs were the strays. Harris ran into the house, came running back out with dog chains in her hands, and threw the chains at Thomas’ feet. Harris Started pointing her index finger in Thomas’ face telling him to fuck off. I told Harris she was under arrest for conduct towards an officer. Harris told me to fuck off and ran inside her house, locking the screen door and the inside door.
Thomas and I knocked on the screen door and told Harris to come out of the house. Harris opened the inside door and I told her to come outside, and she was under arrest. Harris told she was not going fucking anywhere. I pulled the screen door open, breaking the lock, and grabbed a hold of Harris. When I grabbed a hold of Harris she yelled for her dog to get me. I saw a large dog start running and barking towards me. I yanked Harris out of the house and Thomas shit the inside door just before the dog got me.
I told Harris to put her hands behind her back and she kept cussing me. Harris was twisting from left to right., pulling her arms away and cussing, I told Officer Catalogna told Harris to stop resisting and she continued to do so. Harris keep saying she had surgery on her shoulder and for us to leave her along but would not stop twisting or trying to pull away. While trying to arrest Harris I somehow received a cut on my left ring finger. Harris had bandages on her fingers and they started bleeding. Harris’ blood got on both my hands. I immediately washed my hands with hand sanitizer I received from Thomas.
I then saw someone running around the corner of the house towards Thomas and I. I yelled for Thomas to watch behind him. Brandon Harris ran up to Thomas and Thomas told him to step back and stop. Brandon told Thomas he was not going fucking anywhere. I saw Brandon trying to get around Thomas and Thomas trying Brandon back. I told Catalogna to take of Harris and grabbed Brandon, throwing him up against the house and putting his hands behind his back. I told him he was under arrest for resisting the arrest of another.
I then saw Harris slip out of one of her handcuffs, take her elbow and hit Officer Catalonga in the jaw with her elbow.
When Harris hit Officer Catalogna and say fuck you. Brandon was placed in back of my cruiser. Officer Danyi as Thomas and I were trying to place Harris in back of Officer Danyi’s cruiser she refused to get in the car and had to be forced into the cruiser.
When on station Brandon was given a summons for resisting arrest and given a mandatory court date of 03/25/03 at 0900 hours. Brandon was released. On station Harris was placed in shackles and told she was going to jail for the night. Harris then started to act confused and said she did not know where she was or who she was. EMS was called and check on Harris and Officer Catalogna’s jaw Harris was brought to the Galion Community Hospital to have her shoulder checked and to speak with a counselor from community counseling. While Harris was at the hospital CCSO called and said a bail bondsman was there to post bail for Harris. I told CCSO of the $2500.00 bond for Harris
Harris was released from the hospital who said her shoulder was fine. Community Counseling also said Harris could be released. Officer Williams brought Harris to station. I received a receipt for Harris bond from Bucyrus Police Department. Harris was served with four summons to appear in court on o3/25/03 at o900 hours. I tried to get Harris to go to the lobby to wait for her ride she told me to fuck off and she was not going to our lobby. I opened the back door and told Harris she was free to go. Harris said she would wait in the processing room for her ride. I told Harris she could not tie up the processing room. I told Harris she could wait in the lobby or walk out the back door. Harris walked out the back door and I told Her how to walk around to the lobby. Harris told me to fuck off. Harris was released.
